URL is normalized to lowercase hyphens and must be unique across live destinations, redirects, and tombstones. Description needs at least 16 characters; navigation order is an integer from 0 to 999. Equal navigation orders are allowed and fall back deterministically to collection name. A physical double-click is locked while the first idempotent request is pending.
